REQUEST FOR EXPRESSION OF INTEREST (REOI)

EOI NUMBER: EOI-HT/HO/01/2024 and EOI-HT/HO/02/2024

HTSC hereby invites all suppliers or Manufacturers Nationally to submit their expression of interest (EOI) as per the below details and schedule.

OT # 1 Solar products

LOT # 2 Mobile Handsets

Essential Requirements:

• Certification of Eligibility: Valid and renewed trade license, Registration certificate, VAT registration certificate, cover letter 
• Signed and stamped expression of interest, company profile & required legal documents in person.
• Government/Manufacturer’s Authorization for Importation, sales & Distribution of products in Ethiopia.

Delivery Place:

• Hidasie Telecom S.C Head Office/District warehouses

Payment:

• Consignment

Qualification Requirement:

• Company profile highlighting contact addresses, branch offices, number of years since establishment, list of products and services, list of customers, assets owned (land, building, equipment…etc.).
• Copies of audited accounts/financial statements/annual turnover for the last 3 years.
• Evidence of past Experiences (Minimum 3 years)
• Evidence of delivery or Supply completed (purchase Order, contracts, work orders)- minimum 4 in number; within the last 2 years.
• Reference Letters from at least three (3) Corporate Organization within the last two (2) years. To be shortlisted, applicants must provide documented evidence for all the above requirements.

Special Notes:-

• Completed EOI submission letter and supporting documents should be delivered in hard copy at the stated address of Hidasie Telecom S.C below. clearly stated EOI reference number.; the submission without the reference may not be considered. 
• An organization may apply only in one lot in which they have comparative, competitive advantage.
• Deadline for submission of EOI is April 22, 2024 at 04:00 AM
• HIdasie telecom S.C shall be provided access to visit the organization’s facility as part of the qualification process.
• Only applications that meet all the qualification criteria will be further contacted or invited to tender for the categories mentioned above.
• This request for expression of interest does not constitute a solicitation. Hidasie does not require bids or proposals at this stage; this request is merely seeking an expression of interest for interested participants to be qualified.
• A response to this Request for Expression of Interest does not automatically ensure that submitting companies will be selected to participate in subsequent Request for proposal or bid. 
• Hidasie Telecom S.C reserves the right to change or cancel the requirement at any time during the REOI and/or solicitation process. Hidasie Telecom S.C reserves the right to require compliance with additional conditions when issuing future tenders, proposals, or bids. 
• Queries from applicants are not accepted during the REOI process.

Evaluations Process Methods:

Interested companies will be invited to express interest and or provide proposals with necessary supporting documents and information to demonstrate their capacity to meet Hidasie Telecom needs as expressed in this REOI. Submission shall be evaluated on its merits by an evaluation panel based on stated qualification criteria. Companies that are not qualified will not be considered further.

Evaluation/Qualification criteria:

• Generic Experience (Minimum 3 years) in the provision of similar supplies. (20 points)
• Specific Experience in the provision of similar supplies/products to other organizations. (10 points)
• Providing a recent list of Order contracts received (minimum 4) in number; within the past two years. (20 points)
• Copies of audited accounts/financial statements/annual turnovers for the last three years. (20 points)
• Reference letter (minimum three) for similar work done in the past two years. (10 points)
• List of assets Owned – machines, supplies in stock, person and qualification of personnel… etc. relevant to the category of supplies (20 points)

Note: – Minimum pass mark for qualification is 50%
